Phillips Transitional Center is a minimum security prison that opened in 2008. It has the capacity to house 204 male inmates. The primary focus for this institution is to help residents with their transition out of the department of corrections, and into employment and housing. This is accomplished through a work release program for all inmates that allows residents to earn a wage that can be utilized on release. Phillips Transitional Center
